The UAE's Ministry of Energy and Infrastructure runs national infrastructure across multiple specialized divisions, with 160+ operational forms and multi-stage approval workflows that the out-of-the-box Autodesk Construction Cloud simply couldn't handle. Avant Leap built the custom architecture to make it work, a bespoke .NET API, a dedicated web portal, and an auto-trigger engine that removed the platform's hard limits entirely.

Challenge

MoEI needed to migrate 160+ complex operational forms and multi-stage approval workflows into a modern Common Data Environment, but Autodesk Construction Cloud capped workflows at 6 steps, had no native cross-project replication, no smart form digitization, and no automated email triggers, creating a critical gap between enterprise operational needs and platform capability.

Solution

Avant Leap executed a three-phase engagement: deep discovery mapping all data flows and auditing every form across departments and regional divisions, followed by a custom technical build including a bespoke .NET Server API, a dedicated web portal for administrators, a custom SQL database, and an auto-trigger mechanism that chains unlimited workflow stages together automatically. All 161 forms were converted into Smart PDFs with editable fields embedded directly in the CDE.

Result

The 6-step workflow ceiling was eliminated entirely, enabling multi-stage approval chains of any complexity. Admin setup time dropped 40-50%, manual workflow rebuilding per project was eliminated, automated email notifications replaced manual coordination, and MoEI achieved full ISO19650 compliance across its Buildings, Roads, and Regional divisions.
